Automatic vs Manual shades

We are working on a LEED 2009 NC project and looking at the daylighting. If the daylighting by the perscriptive method exceeds the VLT x WFR limit of 0.18, is the only way to show compliance with automatic windows shades? We are currently anticipating manual shades.

Can anyone explain why LEED disqualifies human response of "manual shading of overlit space" as form of compliance method?

As you may know, the hardest thing to plan for is how the occupants will respond or act in a building. Because what might some consider as too bright, others may not. Also, even though they may pull the shades, does not mean they'll put them back up. So remove all the uncertainty and keep it consistent.
