Probably. If the test provides the same information and it is recognized as an industry or government standard that would be fine.

where do we need to submit this test? is it required in any documentation?

This will only be an issue if your window U-values, SHGC of VLT are outside the norm. If they are you will likely be asked to provide supporting documentation.
