NC-2009 EAp2:Minimum Energy Performance

We are working on a stadium

We are working on a stadium Project, where the item 9.4.1.1 (Automatic Lighting Shutoff) of ASHRAE 90.1-2007 is being complied for most of the areas, which represents more than 90% of the project area. There is a difficulty to comply with the item in some small office areas. Considering it is not an office building, is there any way to comply with EAp2, even if these small areas do not comply with the requirements of the item?

There do not appear to be any applicable exceptions and since this is a mandatory provision you must comply. Any reason you can't install occupancy sensors?
