An office building that my organization manages and that we are considering for certification has been (and will continue to for at least a year) provide electricity to a construction project located next door. In 2011, the electricity accounted for approximately 3% of total energy consumption. Is there any way to account for this in ESPM, given that the electricity is not feeding any part of the building but an off-site project? Thanks.

It sounds like you are metering the supply to the construction site. If so, you can simply net it out of the building's meter reading and report the net amount to PM. (I don't recall if there is provision in PM for. Statice meters for this type of situation.) I would be sure to cover this in a narrative comment for EBOM though.)
