Weather data for sizing runs

The equipment capacities for the baseline building design shall be based on sizing runs for each orientation (see G3.1.2.2 and G3.1.2.2.1). I am simulating in an Italian locality and I’m using the Test Reference Year BOLZANO (CIV/IT-AFB) of ASHRAE/IGDG. In the database ASHRAE/IGDG also the conditions relative to 99.6% coverage are available, both for winter conditions and for summer conditions. For winter season they are stationary conditions. Can I use stationary conditions as weather conditions for sizing runs? For winter conditions shall the solar radiation been neglected? Best Regards Francesco
