EAc1 Design Review Question - Seeking Guidance ASAP

If I submit EAc1 in my design review and it gets sent back as likely approved, can I still have the ability to change some things before I submit again for Construction Review?

Nope once the EAc1 documentation is approved your next chance to make changes is the construction preliminary review. We almost always defer the EAp2/EAc1 documentation to the construction review since we are required to model what was constructed, not just what was designed.
