I have just submitted Design Preliminary Review for my project. Since construction will be finished soon and all of our Construction Credits will be ready for submittal in a few weeks, do I have to wait for completion of the entire design phase or can I submit Construction Preliminary Review?

Your going to have to wait until the design review is completed and that would include if you have any appeals. Being that the same review team will review both the design and the construction review they will be looking at all the credits for inconsistencies and issues between all the credits. You can;t expect the review team to be waiting on the design review responses and then receive the construction credits. If there were issues in one that affected the other, it would be hard to resolve.
