Commissioning of Systems not required in prereq

I am wondering if Innovation & Design Credits can be earned for commissioning systems that are not in the prerequesite, for example the building envelope? I know credits can be earned in 2012 under enhanced commissioning but what about 2009?

Shauna, Check out the LEED CIR/LID database for ID credits. There is a well trod path using NIBS to commission building shell for ID credit.
