Cove lighting as decorative?

Has anybody used the ASHRAE 9.6.2 Additional Interior Lighting Power allowance for cove lighting. We have a hotel project where in the common areas we have down lights and cove lighting, both being independently controlled. Can the cove lighting be considered as decorative since the down light provide the base illumination level and the cove are only for ambient decorative illumination!

In my experience cove lighting would not be considered decorative. You would have to have your lighting designer demonstrate that the cove lighting is indeed superfluous to the lighting design in those areas. Most of the designs similar to what you describe use the down lighting for the core and the cove lighting for the perimeter of the space. In the spirit of LEED seek to find a way to use less, not an excuse to use more.

Thanks, Marcus! Using a cove lighting as decorative is a stretch and this is basically what I communicated to the client, but just wanted to make sure that I am not out of line!
