Will the GBCI accept the model if it is completed based on Title 24 -2008 energy standard in lieu of the T24-2005 or ASHRAE 90.1-2007?

Yes you can. Many projects in CA submit under 90.1-2007 because they tend score more points than against Title 24-2008.
