Entering "total project space equipment capacity" - LEED form

In the LEED Online form for option 1 section 1.4: Mechanical System Design Criteria, there is a place for you to enter the total space loads for heating and cooling and another entry that asks for the "Total project space equipment capacity". Does this refer to all the equipment that serves the space, or just the tenant equipment? In the past, we have entered the equipment capacity for what is serving the space (Base building supply and tenant equipment supply combined). With the new LEED clarification saying that the tenant equipment should supply 60% of the space needs, I'm not so sure what to enter in these boxes on the form. If we enter anything less than what is being supplied by both our base building and tenant equipment, it looks like the mechanical system has been designed not to meet the total project space load. Anyone have any advice?

Seema, I would treat this similar to a project on a campus loop. Meaning that you only account for the load needed by your space for the "Total project space equipment capacity," but you enter the efficiency of the main system as your efficiency. What they mean by the new 60% rule is that can't take credit for a small but efficient fan coil unit serving an IT closet, you need to take into account the efficiency of the unit serving most of your space.
