Timing of LEED registration

I am working on a project that is definitely going to pursue LEED certification (required) but would like to delay the registration process. The project is being built in phases which might be part of their hesitancy. If we waited till the end of construction documents for the last portion to register the project would that be a problem? would we still be eligible to have both a design and construction submittal?

I think Tristan's comment below addresses this very well. I would add that LEED is meant to influence the design, so waiting for construction to finish would make it difficult to get certified. I don't see the benefit in waiting.
