I included occupancy sensors to meet the controls requirement but my LEED reviewer indicated that they weren’t sufficient. Why is this?

Can anyone tell me if Hallways would be included in a multifamily scenario. Typically this lighting is always on or on a timer.

Hallways would not usually be included since they are not regularly occupied spaces and need to be lit for fire egress.
