Definition of "Outdoor Air"

We are seeking LEED NC certification in a high-tech manufacturing plant, and it is a normally practice to only use natural ventilation (louvers and openings to outside of the building) for spaces such as warehouses, storage, and for equipment spaces that do not require A/C (these are non-occupied areas). These areas are usually very large clearings, but there is sometime a control room or small office in the middle of these spaces. The control room and office should be classified as occupied spaces, but they only draw fresh air from those large clearings rather than drawing directly from outside of building. Can this be treated as being complied with 62.1-2007? Please help.
