Can you point me to where you found that information? According to WBDG.org, 1/2" of unpainted drywall meets the minimum requirements of being an air barrier material (0.004 cfm/sq. ft.), so I find it hard to believe that poured concrete does not meet that requirement given enough thickness. After much researching, I finally found what I was looking for. Cast-in-place and precast concrete is listed as an air barrier material by ASHRAE 90.1-2010 in section 5.4.3.1.3.a.
