The CIR you are referring to deals with process energy only (i.e. the IT load) no the building. 90.1 is used as the baseline for data centers. If you wish to claim process energy savings I would look over what has been proposed for the next version of LEED which is accessable right now during the public comment period which closes tomorrow.
