We always have requests like that from our clients. How we interpret this I would say its like a framework or a roadmap - showing targets, points (current, target, achieved), green costs, benefits and performance projection for 3 years min. its more for the board rather than for technical people. it works in our case.

sorry, i missed something.
often our clients also would like to see a "green timeline". We would prepare this based on the project work schedule, identifying fees, when to register, Design Review, Const. Review, when to flush out, enhanced commissioning, fundamental commissioning, POE survey etc. up to when we actually plan to get the Award.
if the project is going for split review, we would also identify to them how much they would cost, and also advise to allow for CIRs and appeals.
