Again, might this concept also apply for a project that at one time earned LEED NC certification and is now pursuing LEED for EBOM complete with a performance based energy audit, original energy model review and report? Thanks, Marc

It certainly could if the energy model has also been calibrated and used to determine savings. The verification of savings needs a baseline for relative comparison. The tasks you describe would not necessarily provide such a baseline.

By the way there are numerous options in the IPMVP that are appropriate for existing buildings to determine energy savings. In fact the IPMVP was primarily written to address the building retrofit market.
