I would treat it as process lighting and therefore be equal in both the proposed and baseline aspects.

Fair enough but how do I document that in LEED Online or on the ASHRAE compliance document?

In that case I wouldn't include them on the prescriptive list.
The reason is because the CPG which must be met is concerned with meeting or exceeding the requirements of the loads regulated by ASHRAE. By definition, as you said in your initial inquiry, exam lights are excluded by ASHRAE and therefore are an unregulated load. They're given that distinction, as are display lighting in muesums and retail stores, because the buildings in question require that lighting to remain operational from a business sense. ASHRAE doesn't directly penalize these locations because of it by making the display lighting (or exam lighting in this case) an unregulated load.
If you feel that some mention of it should be made, I would refer to it in narrative form either directly on the EAp2 form or in an attached narrative, but indicate that it was not included directly on the EAp2 form and state your reasoning.
