Page 404 of the 2009 reference guide lists spaces that are regularly occupied / not regularly occupied for schools, but may help with other building types as well.

Thanks Greg, The list is a very helpful guide and it probably would be prudent to use the "occupied for one hour more/less" reference mentioned in this list as a test for the space. It also cleared up the "kitchen" question for me.
