I often work on military projects where they have one bus line to the nearest town/city, but not always a second route internal or external to the base. Troops are regularly transported by bus, but this does not include civilian visitors on the base, and it does not operate like a municipal bus with specific routes and timelines. Has USGBC addressed this issue? It seems they should encourage/recognize non-traditional bus transit too?

Great question. I don't think the troop transport buses would be eligible for this, because they're not open to all building users. The closest example I have found in LEED CIRs is that of an island -- you should take a look at the CIR ruling for v2.2 posted 7/13/2009. Your project might (?) qualify for this circumstance if the base is limited access and the one public bus line connects people to a larger transportation network. This seems like a little bit of a stretch, though.
