You have two choices here: 1) if you model as a stand alone building, with purchased heat (steam or HW), you don't model the furnace. (G3.1.1.1). Instead both systems use purchased heat at the same utility rates. So efficiency is moot. 2) if you model the building plus plant, by my reading the baseline gets the furnace efficiencies listed in Table 6.8.1E.

Thanks. You're right, the efficiencies are moot. For documentation purposes, i've used the equipment as mentioned. Since I'm using the first option and therefore not modelling the plant.
