The place to start with this credit is not the Reference Guide, but the IPMVP Vol. III document itself. It can be downloaded from the EVO website - evo.org and follow the links to IPMVP Vol. III, 2003. A thorough read should answer most of your questions. The RG is only intended to be a guiding supplement.

No metering is required but is often a good idea. The utility meter is fine. Make sure Option B is the right one. This option is rarely used for LEED projects since there are usually several interactive energy saving strategies used. Option D is far more common. Doesn't sound like you need another gas meter. Majority of the metering is typically done on the electrical end.
