Vivian- Assuming that all of the mixed soil/rock you are talking about is from excavation (no waste from concrete or other construction materials), I would count all of it as excavated soil and exclude it from the calculation entirely (don't include it in the denominator either). My interpretation is that excavated material is meant to be excluded from the calculation, as it does not meet the definition of "construction and demolition debris" and the use of the word "soil" was a generalization. There are several CIRs from earlier LEED rating systems backing up this interpretation and excluding materials such as bedrock from the calculation.

Thanks Allison for your reply. So does it mean that only waste to landfill and incineration facilities are counted in this credit, those to public fill is entirely excluded from the calculation?
Vivian- All waste that meets the definition of "construction and demolition debris" needs to be included in the calculation no matter where it goes- landfill, incineration or private fill. The soil (including the combined rock) should not be included not because of where it's going, but because it doesn't meet the definition of "construction and demolition debris". Hope that helps clarify!
