In Switzerland you're looking at the sia directive. http://www.sia.ch/produktevoransicht/i431_1997_d.pdf This should pretty much cover all the points and looks very similar to CGP. Here's a short discription of sia http://www.lu.ch/download/afu/ap/2/mb_Baustellenentw%C3%A4sserung.pdf I've not looked into it in detail and you'll have to compare it the the CGP requirements. This is not standard in Germany, where even though they sometimes have the laws in place, you'll still have to draw up a plan which is at least as comprehensive as the CGP dictates it should be. Although, there are the occational enforcement officers comming to check up, they don't deliver reports and I've not seen any photo documentation. I'm drawing up custom Dust and ESC plans to implement in Germany. I find the laws regulate very well how much stormwater is allowed from the site...but has very little regulating what happens during construction.
