The requirement is that the total irrigated area in the baseline and design cases must match. I'm working through an appeal on this very issue, and in review (and multiple conversations) it appears as if WE1.1 will not recognize the use of non-organic solutions to enhance the water savings. As such we've had to use the areas established in the Design case for the Baseline, and then apply the calculations. While this seems counter intuitive, the greater goal is to keep the plant life on the project and figure out how to do it with less water. Otherwise we could get very high results from deleting 99% of the living material from the design case, and using crushed rock in all the beds. This is not at all the intent of this point.
