That's a hard question to answer, as it depends on your approach to M&V selected in your M&V plan. If you are planning to use permanent meters to collect data, you probably need meters for all major end uses (lighting, HVAC, plug loads, etc. If you are using gas or oil for heating you also need meters on that. As I mentioned above (12/02/09 comment), temporary metering is also an option. You really need to first develop your M&V plan, then design your metering scheme based on that plan.
