LEED wants you to use ASHRAE 90.1. You might have a chance arguing that the Norwegian standard is equivalent, or more stringent, but you would need to prove that in your submission.
How many kWh/ft2 for a standard office building? Well, that depends on a lot of factors such as location, schedule and energy sources. An all electric building will have more kWh/ft2/yr than a building heated with natural gas.

an average office building in my area (Massachusetts) would consume about 120 kbtu/sf/yr site energy. But our codes and standards here in the US currently do not use absolute energy targets.
