Technically you don't need an Engineer to sign off on anything. However, if you're applying for Energy Star under EAp2 and EAc1, you need a PE to sign off on your Statement of Energy Performance. I would ask the HVAC contractor what exactly you're getting for your engineering support. He might be trying to right size the system, which could be money well spent over the lifetime of the system. He might also be trying to earn a quick buck. Like I said, I'd ask.
