It used to be that occupancy sensors with manual overrides plus an on-off switch would count, but that's not the case anymore. Project teams are now being held to demonstrating at least two levels of control in these spaces. Compliant scenarios could include having two or more lighting zones separately controlled by on-off switches, an on-off switch combined with blinds on windows, or an on-off switch with a dimmer.
