The intent of the credit is to reduce pollution and land development impacts from automobile use. New parking provided off-site does not meet the credit intent. Although its applicability to LEED 2009 has not been considered (it was issued for NC-v2.2, LEED Interpretation #2120 issued 5/23/08 states, “if there will be additional parking built as a result of the construction of the [project], even if this parking is off site, then the No New Parking option cannot be used.”

How does one account for off-site parking. Should the LEED boundary encompass this parking? Or alternatively may the project pursue the "no new parking" option?
