Adjust the LEED site boundary such that city-owned lighting is outside of the property boundary. Make sure that your boundary still meets the LEED Minimum Program Requirements if choosing this strategy.Include a narrative with the submission explaining that the lighting is outside of management’s control and was excluded accordingly. There’s no guarantee that this strategy will be accepted but it could be a strong argument.Pursue Option 3 for exterior lighting and measure the site lighting with the city-owned lighting on in both cases.
