Survey in Winter

We did one commuter survey in winter and one in summer. Since the reference guide suggests surveying in fall or spring, is it ok if we submit our winter results?

Proper Pedestrian Accesss to Basic Services

We are certifying a project in a semi rural area. Although we have identified 10 basic services, the reviewers have questioned the pedestrian access to these areas.
