Bathroom within a hotel room

In general public bathrooms do not count as regularly occupied space, but what about bathroom inside a hotel room or suite? Hotel lobby?

It will be an prerequisite to only use toilets, urinals and private lavatory faucets and shower heads, which are Water Sense labeled.
