Had a question from a client on when we can submit the LEED-NC 2009 Construction Submission. Can the submission be made prior to all commissioning being completed and documented?

I wonder whether daylight sensing (lights are dimmed automatically according to daylight) can increase the points a project can obtain in this credit. Table G36.2 doesn’t mention such a system.
