Very old CI 2009 registered project - can we still certify?

Hi I'm helping a colleague who has a project that was registered in 2011 for LEED CI 2009 and construction completed / substantial completion in 2011.

MPR 6 for Single Tenant Building

We are working on a project where we are the sole tenant in the building. Can we use the whole building meters for our MPR6 reporting if there is no other user in the building?
