Is CARB testing now required (LEED v4) for structural framing wood components such as glulam?

Hi there, I am working on a 17 storey residential project with social housing on the podium levels (3 storey). The social housing part has a separate entrance, mechanical and electrical systems.

My understanding of this credit, is that at a minimum there needs to be a water meter installed to monitor the entire building. It is not required to provide submetering.
