Controls for Open Plan Work Stations

In relation to the open plan offices. If we have an area where 6 people work served by one fan coil unit. The fan coil unit can be controlled via the BMS.

The credit intent and application is very clear as stated above: "Private offices and open space offices need multiple controls for 50% of occupants.

So if I have a large room with 2 work spaces, a short dividing wall between. Is that considered an open plan work station for Individual Thermal Comfort? Or a shared multi occupant?

I'm trying to certify a store under CI, not CI Retail. How would I control the temperature of more than 50% of the space, if the space is my practically my entire shop?

An office we are currently working on, is in a long narrow building resulting in 85% of the occupants being close to an operable window, however we have two meeting rooms.
