Under LEED V4, is the General Contractor able to hire the CX agent as a direct subcontracor on a governemt job pursuinmg enhanced commissioning credit?

My customer will build a new K-12 school building using LEED V4. We are in the planning stages and they have expressed interest in monitoring-based Cx.
