I would like to know if there is a maximum obstruction height of views for option 1. In the case in my project, if it is an office building, with a central atrium and in that atrium, we would have a window-sill of masonry and just above a frame of transparent glass. I would like to know if there is a height limit for this window-silll which is not considered obstruction.

There is no set height limit for sills. If a sill is somewhere in the 6' range, then you could not use the area within 10' of the window as having views. A person's cone of vision spreads out, so higher heights still provide views to those at a distance. If you have people working close to the window wall, then you should have a sill height around 42"
