I am having troubles understanding the definition of complete interior fit-out to determine whether our office renovation is eligible for LEED CI certification. We are planning to change the carpet, paint the walls and upgrade the lighting and water fixtures in some areas for above 90% of the space. We are not going to change the furniture and ceiling, not touching any of the walls. Is this going to be considered as interior fit-out to be able to certify this renovation? Thanks in advance!

The clearest guidance we've seen comes from stepping thru the Project Registration in LEEDOnline v3. You can go through the registration screens and choose the options that give help on selecting a rating system, and click the "More info" links when you see them.
It can be hard to access all the tables unless you click through a lot of screens and "More" links, and they may have changed since last time we used this, but you are looking for:
Table 1 Existing - New Guidelines Part 1
Table 2 Existing - New Guidelines Part 2
Table 3 Core - Interior Guidelines
It sounds like you meet the minimum scope since nearly all the occupants would be displaced, more than 40% of finishes are being affected, and some MEP fixtures are being replaced.
