When a project outside US cannot find equivalent listed, is it enough just to meet the specified 20% reduction requirements? Do those products MUST be local products or can they use imported complying with requirements but no watersense labeled products?

Hi Reshadee,
If you can access the online version of the Reference Guide, it's just slightly clearer than the PDF version originally released. It states:
"For fixtures that require the WaterSense label in countries where the label is unavailable, look up acceptable WaterSense substitutes at usgbc.org. Projects outside the U.S. must meet WaterSense flush and flow rates.
Projects served by water supply pressures different than specified in LEED v4 may install pressure compensating aerators in flow fixtures to achieve the desired flow rate without compromising user satisfaction."
I don't believe the geographic source of the fixture matters.

Hi Emily,
Thank you for your reply. I checked on the substitutes list from USGBC but there isn't any for our country. The products we have chosen are below the specified baseline of watersense flush and flow rates. So we have considered pursuing points in the WE credit Indoor water use reduction. Would it be affected by not having watersense labeled products?

No, I think if you've confirmed Watersense is not available in your country, there is no other standard required (or even suggested), and your fixtures are at or below the Watersense rates, then you've met the requirements as stated.
I would provide a brief narrative similar to what I've stated above with your documentation so that the reviewer can confirm you've gone through the necessary process already and doesn't ask that as a clarification.
