Hi,
Our project is using air cooled chillers as our region has water shortage. Our comparison with water cooled chiller for baseline is penalizing us big time but we believe this is not a fair comparison as we are saving huge amount of water.
In regards to above, the baseline energy cost should include water cost to have a fair comparison. Is it possible for us to report lower energy consumption than baseline but have better cost than baseline to achieve mandatory compliance?

This issue has been raised multiple times by projects primarily in the Middle East and I think such comparisons are not allowed. You could try to make your case with the reviewer to justify the rate difference but Appendix G is very clear about using identical rates.
