setback must be measured from the property line." Is this presuming sidewalks are always right at property line? What if they are not? What about portions of the building that might be stepped back but facing an on-site pedestrian walking area (near entrances for example) which function as an walking connection to the sidewalk, even though the "sidewalk" might be at (or near) property line. Is this an "equivalent walking route?
