Hi,
I'm working on a project where south, east and west elevations will have twin skin glazing with interstitial blinds. It is likely the blinds in the air gap will be controlled by the BMS preventing occupant control.
If the occupants do not have control of the blinds, can they be considered a permanent obstacle to views and prevent achieving success with IEQc8.2?

There has to be a manual override otherwise they are what you have stated, an obstacle.
