Ventilation rates at unoccupied rooms

This project is in California, and ventilation rates comply with Title 24. We have an unoccupied electrical room that is served by a fan coil system which recirculates air at 650 cfms/sf, however there is no outside air as it is unoccupied. We noticed ASHRAE has a minimum cfm requirements for electrical equipment rooms (0.06 cfms/sf), however it was our understanding these rooms are exempt from calculations as this credit establishes minimum performance for occupant comfort and wellbeing.

Stacey, based on the definition below, you should not need to supply ventilation air.

occupiable space: an enclosed space intended for human activities, excluding those spaces intended primarily for other purposes, such as storage rooms and equipment rooms, that are only occupied occasionally and for short periods of time.
