The v4 light pollution requirement does not specifically mention that a project must "only light areas required for safety and comfort" as is stated in the v2009 credit language. Am I take this to mean that the lighting of architectural features is allowed as long as the lighting scheme it is compliant with the v4 requirement? Thanks.

Yes, as long as all of the lighting is compliant with the v4 requirements. Uplight, spill lights, wattage allowance.
There is also some allowance for this optional lighting. The second half of Table 9.4.2-2 has non-tradable surfaces. There is a wattage credit for facade lighting in LZ2, LZ3 or LZ4. Non-tradable wattage is described as use-it or lose-it. Can't claim any energy savings for unused non-tradable wattage.
Any excess wattage in your tradable allowance can be used on any exterior lighting you want, as long as all of the other v4 requirements are met.
