We have a registered LEED ND v2009 project. Our SSLc4 does not comply (we are shy of the needed short-term bike racks and showers). Under LEED NDv2009, you must meet requirements under SSLc4 in order to get NPDc5 credit.
Since we do not comply under SSLc4, are we allowed to use the LEED NDv4 NPDc5 form in order to at least get the NPDc5 credit and its corresponding Regional Priority credit?

A limited number of LEED ND v4 credits have been identified as eligible for use by v2009 projects in a process called credit substitution. In part because of the improvement that you have identified, NPDc5 Reduced Parking Footprint is one of the approved credits.

Hi Casey,
Yes, we are aware the NPDc5 credit has the option to use the v4 version under LEED ND v3. What we're asking is if we are still allowed to use the v4 form if our LEED ND v3 SSLc4 credit is not in compliance. We would think so because the v4 NPDc5 removes ties to bike racks and showers compliance, but we'd like to confirm. Thanks.

By opting to substitute the v4 credit requirements and form, you are then subject to that credit language instead of the v2009 credit language. Any differences between the two versions are immaterial as your project would only be accountable for the new, v4 language.
With this substitution, there is no longer a requirement in the reduced parking footprint credit language to address bicycle parking and storage, so your projects appears to be eligible.
