Understanding the definition of existing land

Hello! I am working on a green building certification strategy for a client and I am building out a few slides on MPRs. The existing land requirement is a bit confusing to me - is this simply stating the land where development will occur must be naturally occuring, and not man made? A greenfield project should meet this MPR so long as it is an existing natural space? Thanks for confirming :)
