We have had recent guide from USGBC, that also in case of under building parking roof SRI requirements are to be met. Even if there is eight floors of office in between.
Even if SRI requirements should be met, the SRI requirement for parking cover is 39 in stead of 82 for flat roofs, which makes in much easier to accomplish.
Our parking garage is about 50% of the floor area of the building. Question: does the parking cover calculated only on this 50% of the house or should all roofing be compliant with the requirement? The credit says " Any roof used to shade or cover parking" that would indicate only garage area to be included in calculation?

It's a little hard to track what you're asking, but I think you're discussing the credit form, itself, right?
If so, based on what USGBC/GBCI is telling you, I would count the 50% above parking in that area of the form, and assume the remaining 50% should comply with the normal roof requirements and be recorded in the other table in the form. To be safe, include a copy of their instructions with your submission. It seems quite odd to me that any building's roof above a below-grade (or above-grade, for that matter) parking garage would be held to the same requirements as a parking lot cover when it is clearly the roof of a regular building. I have no doubt that I have submitted numerous projects with parking on lower levels, and have never been corrected or advised that it only had to meet the lower reflectivity value.
I am suspicious of this advice, but if that's what they've said, then run with it. Please let us know how the review goes later.
